Coneval disapproves of the disappearance of autonomous bodies – El Sol de México

He National Council for the Evaluation of Social Development Policy (Coneval) He positioned himself against the constitutional reform that extinguishes it to delegate its tasks to the National Institute of Statistics and Geography (INEGI).

“(The reform) puts at risk the State’s ability to support the fight against poverty and the promotion of social rights because it does not offer a space or a governance model that ensures the continuity of the specialized functions of the Council, clearly differentiated from those of Inegi,” says a statement.

Last Friday, the Constitutional Points Commission of the Chamber of Deputies approved the constitutional reform opinion to extinguish seven autonomous bodies, including Coneval, to delegate their functions to other institutions under the argument that there is duplication of functions.

The Council stated in the statement that it has no duplication of functions with Inegi, since the institute is a autonomous body constitutional body that collects high-quality statistical information, but does not carry out analysis and does not have the capacities or governance model necessary to carry out the specialized functions of the Council.

“Merging both institutions would mean the loss of an evaluation and monitoring model that has been built over 20 years and that has been recognized nationally and internationally.”

Minutes after the publication of this position, Coneval began the presentation of the results of the Benito Juárez Basic Education Scholarship Program for Well-Being (PBBBJ)At the event, Coneval’s academic advisor, Claudia Maldonado Trujillo, reiterated the organization’s position.

“We believe it is important to highlight that none of the assumptions in the ruling apply to the specific case of Conevalwhich is a decentralized body of the Public Administration that has very different functions from the specialized functions in national statistics that Inegi has. But we also believe that Coneval’s work speaks for itself,” he commented.

He Executive Secretary of Coneval, José Nabor Cruz Marceloreiterated the differences that this Council has with the normative tasks of Inegi.

“On the one hand, Inegi is a generator of statistical information, as stated in its regulations, and Coneval has these two normative tasks: to measure the poverty with a multidimensional approach and evaluate the social policy of the Mexican State” he argued.
