He pointed out that it is a proposal from the president of Mexico, Andrés Manuel López Obrador, through the powers granted to him by section II of Article 89 of the Political Constitution of the United Mexican States.

“Anyone can express their comment, their personal opinion, but ultimately it is up to the president to propose them and the Senate of the Republic to approve them,” he said.
