Roberto Salcedo, head of the Secretariat of Public Function (SFP), when giving a report on the situation of the Fraud in Segalmex, Diconsa and Liconsanoted that to date it has been determined that “the patrimonial damage recorded so far is precisely 2.7 billion.”
He stressed that, in the years 2021, 2022, 2023 and 2024, all the observations of the audit process have been resolved, both by the Superior Audit Office of the Federation (ASF) and by the Secretariat of Public Function (SFP).
He stressed that to date, of the nine thousand 500 million pesos observed in the public accounts for 2019 and 2020 due to the case Segalmex —the largest corruption case in this administration—, there is information that 4.7 billion (about 50 percent of the total) have already been clarified and 2.1 billion (22 percent) are in the process of analysis.

Meanwhile, he explained that two thousand seven hundred million pesos (28 percent) were not clarified in the audit processfor which reason, the corresponding complaints were filed before the FGR to bring the case to court so that sanctions can be determined for the responsible public servants.
He also said that the files were forwarded for serious administrative sanctions to be imposed.
Meanwhile, Grisel Galeano García, head of the Federal Tax Attorney’s Office, said at the morning conference that due to the aforementioned events 156 complaints were filed for the 2,700 million pesos proven as property damage.
Galeano explained that the crimes that constitute the deviations of public servants correspond to: Organized crime, money laundering, tax evasion, illicit use of powers and faculties, embezzlement, illicit enrichment and indirect fundraisingamong others.
He stressed that 26 cases out of the 156 criminal complaints filed have already been linked to criminal proceedings.
He indicated that of these 26 people linked to the processNine of them are former public servants and the other 17 are private individuals. Within this group, one person is detained in Argentina and is in the process of extradition.
Among the main people responsible for this case, the official said that the following are in prison: René N, who was the former head of finances at Segalmex; Manuel N, former head of the Commercial area at Segalmex; and José N, former head of the operations area at Diconsa..
Segalmex was created in 2019 to promote corn, bean and wheat productionbut according to the federal government itself, the lack of computer systems led to “an administrative crisis” that led to irregularities in its accounts.
The SFP said that based on various audits, complaints from several public officials and the deterioration of the quality of accountability, it was decided to change the leadership in the departments involved and a working group was created made up of the Attorney General’s Office (FGR), the Ministry of the Interior (Segob) and the new administration of Segalmexto investigate the aforementioned acts of corruption.
Salcedo indicated that with the first investigations 900 million pesos were recovered which had been illegally invested in stock bonds and, for this reason, he said, the corresponding complaints were filed.
He recalled that in the morning conferences of August 18, 2022 and June 29, 2023, the audit acts of the SFP and the ASF on the 2019 and 2020 Public Accounts were reported, dates on which “administrative crises” were detected and resulted in observations and indications of irregularities amounting to 9.5 billion pesos for possible observed property damage.
He stressed that the observations made during an audit are not a misappropriation of resources, but rather the auditors’ observations regarding evidence that they had before them and that must be clarified.

He stressed that, with the support of the government working group, Segalmex, Diconsa and Liconsa They recovered the evidence and supporting documents for the expenditure that were scattered throughout the Republic and presented them to clarify the observations.
Finally, he commented that “there will be no impunity” in the Segalmex case.
